How to Apply for WIOA Benefits in California: A Step-by-Step Guide for Online Career Training

Training for a new career or upgrading your skills can feel overwhelming when cost becomes a barrier. The Workforce Innovation and Opportunity Act (WIOA) was created to remove that barrier by funding job training programs for eligible Californians. Whether you’re looking to re-enter the workforce, change careers, or strengthen your current skills, WIOA benefits can help make it possible.

At International College, we’re proud to offer live online programs approved for WIOA funding, giving students the chance to gain practical training in the comfort of their homes.

What is WIOA Funding?

The Workforce Innovation and Opportunity Act (WIOA) is a federal program that provides financial support for job training and education to qualified individuals. In California, funds are distributed through America’s Job Centers of California (AJCCs), often referred to as local Career Centers.

The goal of WIOA is simple: help qualified individuals gain skills that lead to long term employment. By covering the costs of training at approved providers, WIOA makes it possible for qualified individuals to pursue new careers in fields where employers are hiring.

What Are the Benefits of WIOA?

The main benefit of WIOA is financial assistance. Approved students don’t have to pay out of pocket for tuition or fees, and in many cases, the cost of books and supplies may also be covered. But the advantages go far beyond funding:

  • Preparation for in-demand jobs in your local area
  • Supportive services like career counseling, job search help and sometimes assistance with childcare or transportation
  • Flexibility to study online, making it easier to train while balancing work or family responsibilities

For students, this means turning the dream of a new career into a practical and affordable path forward.

Who is Eligible for WIOA Benefits?

Eligibility for WIOA benefits depends on individual circumstances but the program is designed to serve those who need career support the most. You may qualify if you are:

  • Unemployed or underemployed (working but not earning a sustainable wage)
  • A low-income individual as defined by your county’s guidelines
  • A veteran
  • Someone facing barriers to employment, such as lacking a high school diploma, being a single parent or having a disability

Because eligibility can vary by county, the best way to confirm your status is by contacting your local Career Center. They’ll review your case and determine if WIOA funding is available for you.

How to Apply for WIOA Benefits in California

The application process may seem overwhelming but can be broken down into a few simple steps:

  1. Find Your Local Career Center
Use the America’s Job Centers of California directory to locate the office serving your county.
  2. Attend an Orientation and Intake
You’ll meet with a counselor, provide identification and income documents and learn more about available services.
  3. Work With a Counselor to Select Training
If you are deemed qualified, you’ll choose a program from the Eligible Training Provider List (ETPL). This ensures your course is covered by WIOA funds.
  4. Submit for Approval and Enroll
Once approved your tuition will be covered (fully or partially), you can begin your training program.

Important: Not every training provider is approved in every county. If you’re interested in attending a WIOA-approved program at International College, ask your Career Center if our programs are available where you live.
